The mission of Maryland Family Network (MFN) is to ensure that very young children have strong families, quality early learning environments, and a champion for their interests. We work in collaboration with public and private funders, community-based organizations, parents, and other individuals and agencies to support those who care for young children as families strive to reach their goals. Through two-generation programs that support parents to become economically self-sufficient, raise healthy, successful children, and find quality child care; through regional services that help child care professionals improve their practice; and through public policy advocacy of programs and policies that benefit families with young children, MFN strives to ensure that all Maryland children are cared for by adults who are skilled to raise them in environments that are conducive to growth and development.

 

POSITION SUMMARY:

The manager plays a critical role in ensuring the budgetary, fiscal, and operational effectiveness and compliance of the Patty Center–Family Support Program Network. Reporting to the Program Director, the manager is responsible for overseeing budgetary and operational quality assurance systems, managing grants and contracts, and supporting fiscal and budgetary program accountability across all network centers. This includes monitoring budgetary data inputs and program outcomes, coordinating contracts and budget modifications, and ensuring adherence to state and organizational fiduciary standards. The manager also provides fiscal and operational support to the Patty Center-Family Support Program team as needed, ensuring smooth internal processes and alignment with financial and administrative requirements.

ESSENTIAL POSITION DUTIES & RESPONSIBILITIES: 

Operations and Systems Oversight 

  • Ensure the Family Support Network fulfills its budgetary role as Intermediary with Maryland State Department of Education (MSDE).
  • Monitor budget systems to ensure budgetary goals, objectives, and milestones in the MSDE application are achieved.
  • Support team in adhering to formal expectations in the use of our operating systems and internal processes.
  • Monitor and improve upon our tracking systems related to financial and project management.
  • Identify areas of strength/weakness and recommend modifications for improvement.

    Data & Reporting 

  • Monitor all budgetary data inputs for the program.
  • Compile and analyze budgetary data to measure effectiveness and compliance.
  • Support the team to prepare and submit required reports to MSDE and other stakeholders.  
  • Provide ongoing budgetary data analysis and present findings to management, escalate and anticipate non-compliance and needed mediation. 

Grants & Contracts Management 

  • Coordinate and execute contracts, budgets, and budget modifications for 18 Patty Centers.
  • Oversee processes and systems related to invoicing, managing consultants, and grant compliance.
  • Serve as point-person for entering and maintaining accurate grant budgeting information.
  • Maintain documentation needed for contract execution.

Program Consultant Support 

  • Advise and support ADs and Program Consultants to ensure budgetary performance objectives are met.
  • Monitor PC budgetary data entry and program compliance.
  • Manage the project management system in support of all team members.
  • Attend and participate in team, MFN, and related meetings/trainings.
  • Serve as the team’s liaison to other MFN departments (communications, finance, HR, etc.) 

Communication & Stakeholder Engagement 

  • Provide customer service support to grantees and subrecipients.
  • Develop and update forms, templates, presentations, and reports.
  • Collaborate with the team to support continuous quality improvement.

KNOWLEDGE, SKILLS, ABILITIES, & OTHER CHARACTERISTICS: 

  • Background in grant management, budgets, data analysis, and other similar program level work required.
  • Knowledge of family support, early childhood education, and community development preferred.
  • Exceptional organizational, communication, and problem-solving skills.
  • Commitment to collaboration and continuous improvement.
  • Ability to manage multiple priorities, and adapt to change.

QUAIFICATIONS:

  • Bachelor’s degree in a relevant field required.
  • Minimum 2 years of experience with program or project management.
  • Nonprofit or public sector experience with low-income families strongly preferred.
  • Excellent, proactive, and responsive planning, communication, and organizational skills, with ability to multi-task effectively.

PHYSICAL DEMANDS:

  • Must possess the ability to remain in a stationary position, such as standing or sitting, 50% of the time.
  • Occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Must be able to communicate, express oneself, and exchange information with others.
  • May occasionally have to pick up an item that weighs 10 lbs. or less.
